দেশের বিভিন্ন পাবলিক বিশ্ববিদ্যালয়ে শিক্ষকদের সাময়িক বরখাস্ত, পদচ্যুতি এবং একাডেমিক ও প্রশাসনিক দায়িত্ব থেকে অব্যাহতি দেওয়াসহ বিভিন্ন হয়রানিমূলক কর্মকাণ্ডের প্রতিবাদ জানিয়েছেন দেশে ও প্রবাসে অবস্থানরত ৩০ জন শিক্ষক, আইনজীবী, গবেষক, লেখক, মানবাধিকারকর্মী, সাংস্কৃতিক ও সমাজকর্মী।
শুক্রবার, ২১ আগস্ট আইনজীবী ও মানবাধিকারকর্মী পারভেজ হাসেমের পাঠানো যৌথ বিবৃতিতে বলা হয়েছে, সম্প্রতি জাতীয় গণমাধ্যমে প্রকাশিত সংবাদে জানা যায়, জুলাই আন্দোলনকে বিতর্কিত করা, বিশ্ববিদ্যালয় প্রশাসন ও সরকারবিরোধী অপপ্রচার, রাজনৈতিক সংশ্লিষ্টতা এবং ক্ষমতাচ্যুত রাজনৈতিক দলের সঙ্গে সম্পর্কের অভিযোগে দেশের পাবলিক বিশ্ববিদ্যালয়ের শিক্ষকদের সাময়িক বরখাস্ত করা হচ্ছে। একই সঙ্গে প্রশাসনিক ও একাডেমিক দায়িত্ব থেকে অব্যাহতি দেওয়া এবং সত্যানুসন্ধানের নামে বিধিবহির্ভূত তদন্ত পরিচালনার অভিযোগও উঠেছে।
বিবৃতিতে বলা হয়, এরই ধারাবাহিকতায় ঢাকা বিশ্ববিদ্যালয়ের সমাজবিজ্ঞান বিভাগের অধ্যাপক ও জগন্নাথ বিশ্ববিদ্যালয়ের সাবেক উপাচার্য ড. সাদেকা হালিম, নিউক্লিয়ার ইঞ্জিনিয়ারিং বিভাগের অধ্যাপক মো. শফিকুল ইসলাম এবং অধ্যাপক আফরোজা শেলীকে সাময়িক বরখাস্ত করা হয়েছে। ক্লিনিক্যাল ফার্মেসি ও ফার্মাকোলজি বিভাগের অধ্যাপক মো. আবদুল মুহিতকে চেয়ারম্যানের দায়িত্ব থেকে অপসারণসহ একাডেমিক ও প্রশাসনিক দায়িত্ব থেকে অব্যাহতি দেওয়া হয়েছে। একই সঙ্গে ওষুধ প্রযুক্তি বিভাগের অধ্যাপক আবু সারা শামসুর রউফ এবং শান্তি ও সংঘর্ষ অধ্যয়ন বিভাগের অধ্যাপক মো. রফিকুল ইসলামকে একাডেমিক ও প্রশাসনিক দায়িত্ব থেকে অব্যাহতি দেওয়া হয়েছে। গত ২৮ জুলাই উপাচার্য অধ্যাপক এ বি এম ওবায়দুল ইসলামের সভাপতিত্বে অনুষ্ঠিত ঢাকা বিশ্ববিদ্যালয় সিন্ডিকেট সভায় এসব সিদ্ধান্ত নেওয়া হয়।
এ ছাড়া ঢাকা বিশ্ববিদ্যালয়ের গণযোগাযোগ ও সাংবাদিকতা বিভাগের অধ্যাপক ড. কাবেরী গায়েন এবং জাহাঙ্গীরনগর বিশ্ববিদ্যালয়ের আইআইটির অধ্যাপক রিসালা খানের বিরুদ্ধেও জুলাই আন্দোলনকে বিতর্কিত করার অভিযোগে নিজ নিজ বিশ্ববিদ্যালয় শাস্তিমূলক ব্যবস্থা নিতে যাচ্ছে বলে বিবৃতিতে আশঙ্কা প্রকাশ করা হয়। শিক্ষকদের বিরুদ্ধে এ ধরনের শাস্তি ও হয়রানিমূলক কর্মকাণ্ডে বিবৃতিদাতারা ক্ষোভ প্রকাশ করেন।
বিবৃতিতে বলা হয়, “আমরা মনে করি, এ ধরনের পদক্ষেপ ভিন্নমত দমন এবং চিন্তা ও মতপ্রকাশের স্বাধীনতা সংকোচনের মাধ্যমে বিশ্ববিদ্যালয়ের গণতান্ত্রিক ধারাকে ধ্বংস করার চেষ্টা। একই সঙ্গে যথাযথ আইনি প্রক্রিয়া ব্যতিরেকে ঢালাও শাস্তিমূলক ব্যবস্থা গ্রহণ সম্পূর্ণ বেআইনি। এমতাবস্থায় অগণতান্ত্রিক ও আক্রমণাত্মক নীতি পরিহার এবং শিক্ষকদের চিন্তা ও মতপ্রকাশের স্বাধীনতা ও নাগরিক অধিকার নিশ্চিত করে উন্নত রাজনৈতিক সমাজ বিনির্মাণে সংশ্লিষ্ট সকলকে এগিয়ে আসার আহ্বান জানাচ্ছি।”
বিবৃতিতে অভিযোগ করা হয়, ২০২৪ সালের আগস্টের পর কতিপয় শিক্ষক সমকালীন রাজনীতির গুরুত্বপূর্ণ প্রভাবক হয়ে উঠেছেন। তারা নিজেরা এবং তাদের প্রকাশ্য ও গোপন গ্রুপগুলো বিশ্ববিদ্যালয়ের বিধিবহির্ভূত, অগণতান্ত্রিক ও মানবাধিকার লঙ্ঘনমূলক কর্মকাণ্ডের বৈধতা উৎপাদনে সক্রিয় রয়েছে। মুক্তিযুদ্ধবিরোধী চিহ্নিত রাজনৈতিক শক্তির প্রচ্ছন্ন সহায়তা ও সমর্থনে এসব শিক্ষক গ্রুপ রাজনৈতিক প্রতিহিংসা ও মতাদর্শিক বিরোধকে পুঁজি করে ভিন্নমত দমনে কাজ করছে বলেও অভিযোগ করা হয়। বিবৃতিদাতাদের মতে, এর ফলে বিশ্ববিদ্যালয়ে অন্তর্ভুক্তিমূলক পরিবেশ সংকটের মুখে পড়ছে।
বিবৃতিতে আরও বলা হয়, এসব শিক্ষক গ্রুপ যখন যার বিরুদ্ধে অভিযোগ তুলছে, তখনই বিশ্ববিদ্যালয় প্রশাসন কোনো প্রকার আইনের তোয়াক্কা না করে শাস্তিমূলক ব্যবস্থা গ্রহণ করছে, যা স্বেচ্ছাচারিতার উৎকট প্রকাশ। ফলে উচ্চশিক্ষা প্রতিষ্ঠান হিসেবে ঢাকা বিশ্ববিদ্যালয়সহ অন্যান্য বিশ্ববিদ্যালয়ে আইনের শাসন ও ন্যায়বিচারের মৌলিক নীতির চর্চা হুমকির মুখে পড়েছে। এর অবসান হওয়া জরুরি।
বিবৃতিদাতারা অভিযোগ করেন, এসব শিক্ষক গ্রুপ মতাদর্শিক বিরোধ, ব্যক্তিগত বিদ্বেষ এবং প্রশাসনিক ও সরকারি আনুকূল্য লাভের উদ্দেশ্যে বিশ্ববিদ্যালয়ে অস্থিতিশীল পরিবেশ বজায় রাখতে সচেষ্ট রয়েছে। তাদের অভিযোগ, ফ্যাসিবাদবিরোধী শিক্ষক ফোরাম গত ২৭ জুলাই ঢাকা বিশ্ববিদ্যালয়ের ২৩১ জন শিক্ষকের একটি তালিকা উপাচার্যের কাছে প্রদান করলে পরদিনই বিষয়টি সিন্ডিকেট সভায় উত্থাপিত হয়। পরবর্তীতে তালিকাটি ১২৫ জনে নেমে আসে। তালিকা সংকোচনের ক্ষেত্রে আর্থিক লেনদেনের অভিযোগও রয়েছে বলে বিবৃতিতে দাবি করা হয়। সর্বশেষ ৩১ জনের আরও একটি নতুন তালিকা প্রকাশ করা হয়েছে বলে বিবৃতিদাতারা জানান।
তারা আরও অভিযোগ করেন, বিশ্ববিদ্যালয় প্রশাসন এসব তালিকায় নাম থাকা শিক্ষকদের তলব করে চিঠি পাঠিয়েছে, যাদের মধ্যে ড. কাবেরী গায়েনও রয়েছেন। বিশ্ববিদ্যালয় প্রশাসনের এ ধরনের অপ্রাতিষ্ঠানিক ও অগণতান্ত্রিক কর্মকাণ্ডের তীব্র নিন্দা জানান বিবৃতিদাতারা।
যৌথ বিবৃতিতে বলা হয়, ৫ আগস্টের পর দেশের বিভিন্ন শিক্ষাপ্রতিষ্ঠানে নানাভাবে শিক্ষক হয়রানি ও নির্যাতন, জোরপূর্বক পদত্যাগ এবং চাকরিচ্যুতির ঘটনা ঘটেছে। রাজশাহী বিশ্ববিদ্যালয়ে শিক্ষকদের বিরুদ্ধে মব সৃষ্টি ও তাদের নামে পদত্যাগপত্র লিখে জমা দেওয়াসহ ঢাকা বিশ্ববিদ্যালয়ে শিক্ষক লাঞ্ছনার ঘটনাও ঘটেছে। রাজনৈতিক সংশ্লিষ্টতার অজুহাতে দেশের ২২টি পাবলিক বিশ্ববিদ্যালয়ের ৪০৪ জন শিক্ষকের বিরুদ্ধে সংশ্লিষ্ট বিশ্ববিদ্যালয় প্রশাসন তদন্তের উদ্যোগ নিয়েছে বলে বিবৃতিতে উল্লেখ করা হয়।
বিবৃতিদাতারা বলেন, এসব ঘটনায় বিশ্ববিদ্যালয় মঞ্জুরি কমিশন কিংবা সরকারের পক্ষ থেকে কার্যকর তৎপরতা দেখা না যাওয়ায় উচ্চশিক্ষা প্রতিষ্ঠানে জ্ঞান ও চিন্তার বিকাশের বিপরীতে প্রতিশোধপ্রবণ রাজনৈতিক আধিপত্যবাদের চর্চা বিকশিত হচ্ছে, যা সমাজ, জাতি ও রাষ্ট্রের জন্য কল্যাণকর হতে পারে না।
বিবৃতিতে বলা হয়, “আমরা মনে করি, শিক্ষাপ্রতিষ্ঠান কোনো রাজনৈতিক প্রতিশোধ বা নির্দিষ্ট মতাদর্শগত শুদ্ধি অভিযানের ক্ষেত্র নয়। ভিন্নমত দমন ও মতপ্রকাশের স্বাধীনতা সংকোচনের বিদ্যমান সংস্কৃতি থেকে বের হয়ে প্রতিটি শিক্ষাপ্রতিষ্ঠান স্বাধীন চিন্তা ও সংস্কৃতিচর্চা, একাডেমিক স্বাধীনতা ও জ্ঞান সৃষ্টির মূলকেন্দ্র হিসেবে গড়ে উঠবে, যেখানে বিশ্ববিদ্যালয় কর্তৃপক্ষ দায়িত্বশীল ভূমিকা রাখবেন। এক্ষেত্রে সংশ্লিষ্ট প্রতিষ্ঠান, সরকার ও বিশ্ববিদ্যালয় মঞ্জুরি কমিশনসহ সকলকে এগিয়ে আসার আহ্বান জানাচ্ছি।”

Joint Statement by 30 Citizens Protesting the Suspension and Harassment of University Teachers
Thirty teachers, lawyers, researchers, writers, human rights defenders, cultural activists and social workers based in Bangladesh and abroad have issued a joint statement protesting the suspension, removal from office, relief from academic and administrative duties, and other forms of alleged harassment of teachers at public universities across the country.
The joint statement, sent on Friday, 21 August, by lawyer and human rights defender Parvez Hashem, refers to recent reports in the national media indicating that teachers at public universities are being suspended over allegations of discrediting the July Movement, spreading propaganda against university administrations and the government, political affiliations, and links with the ousted political party. The statement also raises concerns over teachers being relieved of academic and administrative responsibilities and subjected to investigations allegedly conducted outside established procedures under the pretext of fact-finding.
According to the statement, in a continuation of these measures, Dr. Sadeka Halim, Professor in the Department of Sociology at the University of Dhaka and former Vice-Chancellor of Jagannath University; Professor Md. Shafiqul Islam of the Department of Nuclear Engineering; and Professor Afroza Shelly have been suspended. Professor Md. Abdul Muhit of the Department of Clinical Pharmacy and Pharmacology has been removed as Chairman and relieved of his academic and administrative responsibilities. Professor Abu Sara Shamsur Rouf of the Department of Pharmaceutical Technology and Professor Md. Rafiqul Islam of the Department of Peace and Conflict Studies have also been relieved of their academic and administrative responsibilities. The decisions were taken at a meeting of the University of Dhaka Syndicate on 28 July, chaired by Vice-Chancellor Professor A. B. M. Obaidul Islam.
The statement also expresses concern that disciplinary action may be taken against Dr. Kaberi Gayen, Professor in the Department of Mass Communication and Journalism at the University of Dhaka, and Professor Risala Khan of the Institute of Information Technology (IIT) at Jahangirnagar University, over allegations that they sought to discredit the July Movement. The signatories expressed anger over what they described as punitive and harassing actions against teachers.
“We believe that such measures are an attempt to undermine the democratic character of universities by suppressing dissent and restricting freedom of thought and expression,” the statement says. “At the same time, the indiscriminate imposition of punitive measures without due process of law is entirely unlawful. In these circumstances, we call upon all concerned to reject undemocratic and aggressive policies and to work towards building a progressive political society by safeguarding teachers’ freedom of thought and expression as well as their civil rights.”
The statement alleges that since August 2024, certain teachers have emerged as influential actors in contemporary politics and that they, along with groups operating both openly and behind the scenes, have been actively engaged in legitimising actions within universities that violate institutional rules, democratic principles and human rights. It further alleges that, with the tacit assistance and support of political forces historically identified as opposing Bangladesh’s Liberation War, these teacher groups have used political vendettas and ideological differences to suppress dissent. According to the signatories, such activities are threatening the inclusive character of universities.
The statement further alleges that whenever these teacher groups make accusations against an individual, university administrations respond by taking punitive action without regard for the law, describing this as a blatant exercise of arbitrary power. As a result, the rule of law and fundamental principles of justice are increasingly under threat at the University of Dhaka and other institutions of higher education. The signatories say this must be brought to an end.
The signatories also allege that these teacher groups are seeking to maintain an unstable environment within universities by exploiting ideological differences and personal animosity, as well as by pursuing administrative and governmental favour. According to the statement, the Anti-Fascist Teachers’ Forum submitted a list of 231 University of Dhaka teachers to the Vice-Chancellor on 27 July, and the matter was placed before the Syndicate the following day. The list was subsequently reduced to 125 names. The statement says allegations have also been made that financial transactions played a significant role in the reduction of the list. Most recently, the group is reported to have published another list containing 31 names.
The signatories further allege that the university administration has sent letters summoning teachers whose names appeared on these lists, including Dr. Kaberi Gayen. They strongly condemn what they describe as an unprofessional and undemocratic approach on the part of the university administration.
The joint statement says that since 5 August, teachers at educational institutions across the country have faced various forms of harassment and abuse, including forced resignations and dismissal from their jobs. It cites incidents at the University of Rajshahi where mobs were allegedly mobilised against teachers and resignation letters were written and submitted in their names, as well as incidents in which teachers were humiliated at the University of Dhaka. The statement also notes that, on the grounds of alleged political affiliation, the administrations of 22 public universities across the country have initiated investigations involving 404 teachers.
The signatories say the absence of effective action by the University Grants Commission or the government in response to these incidents has allowed a culture of politically motivated retaliation and domination to take root in institutions of higher education, undermining the free pursuit of knowledge and intellectual inquiry. Such a development, they argue, cannot serve the interests of society, the nation or the state.
“We believe that educational institutions must not become arenas for political retribution or ideological purges,” the statement says. “The prevailing culture of suppressing dissent and restricting freedom of expression must give way to an environment in which every educational institution can flourish as a centre of independent thought and cultural practice, academic freedom and the creation of knowledge, with university authorities playing a responsible role. We call upon all concerned, including the relevant institutions, the government and the University Grants Commission, to take the necessary steps towards that end.”
